Ruth is head of the Environment and Climate Change practice and the Industrial Manufacturing practice at Herzog Fox & Neeman.
Ruth has been a leading environmental law and industrial regulation practitioner for over two decades. She has accumulated a wealth of experience advising many of Israel’s largest corporations in the industrial manufacturing, energy and oil and gas sectors on diverse matters relating to operational risk management and regulatory compliance as well as environmental regulation and licensing.
Ruth regularly represents business sector clients on complex regulatory and environmental matters before a broad range of government entities, including the Ministry of Environmental Protection, Ministry of Infrastructure, Energy and Water, Ministry of Health, Water Authority, Ministry of Interior and related parliamentary committees. She has extensive experience representing both corporations and officers in environmentally-related administrative, criminal and civil proceedings.
Ruth has also been involved in many of Israel’s most notable M&A transactions, financings and offerings, advising on complex environmental and regulatory transactional risk management issues.
Ruth possesses unique academic and practical expertise in the field of environmental finance, having authored a doctoral thesis on emissions-trading, and advised on a variety of international carbon credit transactions and renewable-energy project financings.
Consecutively named a leading environmental lawyer by domestic and international rankings, Ruth is frequently invited to take part in government policy drafting forums on legislative and regulatory initiatives as a representative of the business sector. In recent years, Ruth has been involved on behalf of business sector clients in the drafting of several major laws, regulations and guidelines affecting industrial and energy companies, including the Israeli Clean-Air Law.
She has also taught courses on environmental risk management in the business sector for over a decade at some of Israel’s most prestigious schools, including Tel Aviv University’s School of Law graduate program and the Business School MBA program, as well as the Herzliya Interdisciplinary Center School of Sustainability.

Ruth has successfully represented several of Israel's largest industrial and energy corporations in precedent-setting proceedings. She represented one of the largest multinational chemical manufacturers in a multimillion-dollar class action which resulted in an innovative stakeholder participation process, the first of its kind in Israel. Ruth also represented a large industrial company in a criminal action leading to a criminal mediation which resulted in the acquittal of the indicted officers. She successfully represented Israel's leading real estate development company in administrative appeal proceedings relating to a commercial development located in proximity to industrial facilities. Ruth was also involved in the successful application by an oil and gas exploration company - the first of its kind - for a series of permits to operate off shore, involving appearances before multiple planning and regulatory committees.
