Dima is a member of the Technology Regulation Department, specializing in various cross-border regulatory and strategic matters related to artificial intelligence (AI), including generative AI (GenAI) and foundation models; fintech; blockchain; Web3; digital assets; NFT; decentralized finance (DeFi); GameFi; financial services; payments; online trading; anti-money laundering and combating the financing of terrorism (AML / CFT); privacy and data protection. Dima advises a wide range of AI startups, companies implementing AI, crypto and blockchain infrastructure projects, DAOs, online trading firms and venture capital investors.

As one of a selected few attorneys with a strong background in both engineering and law, Dima is offering a unique perspective and exceptional ability to craft practical solutions to complex technology-related legal and regulatory challenges. Following B.Sc. studies at Tel Aviv University Faculty of Engineering, Dima possesses a deep technical understanding and hands-on experience related to machine learning and deep learning (AI), computer vision, blockchain and cryptography.

Prior to joining Herzog, Dima held several positions in the Israeli Defense Forces (IDF), acting inter alia as Deputy Head Legal Advisor to the Israeli Air Force (IAF) and the Navy. During his service, Dima led technology regulation and drones law practice at the IAF and the Navy, as well as initiated the establishment of a Privacy Team at the Military Attorney General’s Corps.
