Shmuel Sunray

Shmuel Sunray is co-head of the Defense, Regulation, Trade and International Law Department, handling highly complex matters, mainly in the Defense and Technology sectors, combining business, compliance and regulatory affairs.

Before joining the Firm, he served as General Counsel to NSO Group (2019-2026), Rafael Advanced Defence Systems Ltd. (2006-2019) and Israel Military Industries Ltd. (1993-2005). He also served in active duty and Reserves in the International Law Department of the IDF`s Military Advocate General`s Corp dealing with International strategic cooperation with foreign forces.

Adv. Sunray has extensive experience negotiating, advising and engaging with private, public, and governmental entities worldwide – from boards of directors and shareholders to foreign government officials and parliamentary committees. He has dealt with  contracts and transactions valued in the tens of billions of dollars.

He holds expertise in building and leading global compliance programs spanning anti-corruption (FCPA/OECD/UK Bribery Act), export controls (Israeli MOD, EU, US ITAR/EAR), human rights, privacy, International Sanctions, as well as  corporate governance, ESG, litigation and dispute strategy across multiple jurisdictions and cross-border M&A.

As a C-Level executive for over 30 years and Board member himself, Adv. Sunray has understanding and know-how of BOD and Management`s diverse needs navigating an increasingly complex global environment.
