Carmel is an associate in the Environment and Climate Change practice at Herzog Fox & Neeman and provides regulatory support and legal advice on a wide range of environmental, climate, ESG and carbon market-related matters in the context of transactions and legal proceedings.
Carmel regularly advises industrial facilities, major infrastructure projects and corporations operating in Israel on environmental regulation, permitting and licensing, environmental risk management, hazardous substances, waste, soil and water contamination, occupational health safety in environmental contexts and air pollution.
Carmel has experience representing business sector clients, including both domestic and international corporations, before regulators and government authorities, particularly the Ministry of Environmental Protection. She assists Israeli corporations in relation to legislative processes, environmental policy development and the implementation of new regulatory requirements. She is also involved in representing corporations in complex environmental litigation, including some of Israel’s most significant class actions and other legal proceedings before state authorities.
In the transactional context, Carmel advises on complex commercial transactions, including M&A transactions and financings, with a focus on environmental and regulatory aspects. This includes identifying, analyzing and managing environmental risks as part of environmental due diligence, implementing indemnity mechanisms and contractual protections and providing ongoing advice on the environmental implications for transaction structure, feasibility and terms.
