The final rules for foreign nationals to enter Israel as of November 1st

Dear Clients and Colleagues,

We are pleased to inform you that the final rules for foreign nationals to enter Israel as of November 1, 2021, was published today. According to the new rules, vaccinated foreign nationals will be permitted to enter into Israel, subject to the following terms and conditions:

1. Cumulative threshold conditions

The foreign national did not stay in a “red country” during the 14 days prior to his arrival to Israel.
The foreign national was vaccinated with a vaccine that was recognized by the World Health Organization, or has recovered from Covid-19 according to the terms set by the Israeli government.
There is no other reason preventing the foreign national from entering into Israel.
The foreign national enters Israel via Ben Gurion Airport only.

A foreign national who does not meet all of the above conditions will not be allowed to enter Israel (even under the condition of full isolation). However, it may still be possible for the foreign national to obtain an entry permit from the Exceptions Committee.

2. The vaccines approved under the updated entry policy:

Moderna
Pfizer
Johnson & Johnson – Janssen
AstraZeneca
Covishield
Sinopharm
Sinovac
SputniK-V – Subject to the special conditions set forth below

3. The Vaccination and Recovery Protocol approved by the Israeli Ministry of Health:

• Foreign nationals who received two doses of the Pfizer, Moderna, AstraZeneca, Sinovac, or Sinopharm vaccine, and

a. on the date of entry into Israel, 14 days or more have elapsed since receiving the second dose (but no more than 180 days, at the time of their departure from Israel);

b. received a booster dose of one of the above vaccine, and on the date of entry into Israel, 14 days or more elapsed since receipt of the booster dose.

• Foreign nationals who received one dose of the Janssen vaccine and,:

a. on the date of entry into Israel, 14 days or more have elapsed since receiving the vaccine (but no more than 180 days, at the time of their departure from Israel).

b. received a booster dose, and, on the date of entry into Israel, 14 days or more have elapsed since receipt of the booster dose.

• Foreign nationals who have recovered from Covid and who present a record of a positive NAAT test result (a molecular test, such as a PCR test) which can be digitally verified with the Israeli Ministry of Health systems, and:

a. on the date of entry into Israel, 11 days or more have elapsed from the date of such test (but no more than 190 days, at the time of their departure from Israel).

b. foreign nationals who have recovered from Covid-19 as described above and received at least one dose of the vaccines approved for use by the World Health Organization.

• As of November 15, 2021, foreign nationals who received SputniK-V vaccine and received a positive result in a serological test conducted at Ben Gurion Airport ( the visitor will be in isolation until receipt of a positive test result), and:
a. on the date of entry into Israel, 14 days or more have elapsed since receipt of the second dose (but no more than 180 days, at the time of their departure from Israel);

b.received a booster dose of one of the above vaccines, and, on the date of entry into Israel, 14 days or more have elapsed since receipt of the booster dose.

Sputnik-V vaccinated foreigners who have a negative result in a serological test will be able to stay in Israel, subject to full isolation (14 days with an option to shorten to 7 days), but the visitor will be allowed to return to his country during the isolation period.

4. The process for entering Israel:

Conducting a PCR test no more than 72 hours before the flight.
Filling out a passenger declaration for entering Israel:
Visitors with a verifiable digital certificate will scan or upload their vaccine or recovery certificate to the incoming passenger form and receive a green pass before boarding.

Visitors who do not have a verifiable digital certificate will declare the vaccines in the incoming passenger form, and will also fill out an application form for shortening isolation, to which they will attach the relevant documents and receive a green pass before boarding.

Updates to this policy for entry into Israel may occur based on developments and the appearance of new variants.
